Jacquie Sipes, CEO. Jacquie Sipes is a Tapestry Technologies founder and Chief Executive Officer. Jacquie leads all aspects of the company to include setting the strategic direction for future initiatives. Jacquie brings over 25 years of experience in the information technology field and she has supported the DoD since 1990.
In addition to her CEO duties, Jacquie’s technical area of expertise is in the cyber field with a focus on defending applications throughout the System Development Life Cycle. Jacquie currently supports DISA FSO and through her career she has been instrumental in shaping DoD Information Assurance policies. She has developed DoD Security Technical Implementation Guides for the DoD HBSS project, Microsoft SQL Server, Internet Explorer, and Microsoft Office productivity suite. Jacquie was instrumental in developing the Open Vulnerability Assessment Language (OVAL) tests to be included in the eXtensibile Configuration Checklist Description Format (XCCDF), which enables automatic security compliance checking, the solution that replaces the DISA Gold Disk. Throughout her career, Jacquie has been consulted to perform evaluation of the architectural impact of various design decisions.
Jacquie has a Master of Business Administration from Frostburg University, Bachelor of Science degree in Computer Science from Shippensburg University, and CISSP, ISSAP, and ISSMP certifications.
Jim Govekar, CFO/COO
Jim Govekar, Tapestry founder and Chief Financial Officer/Chief Operating Officer, leads the financial and operational aspects of the company. Jim has 30 years of experience supporting the DoD and has helped evolve DISA’s cyber security policies. He has held leadership roles that led to development of the Vulnerability Management System (VMS), Continuous Risk Management Scoring (CMRS), Digital Policy Management System (DPMS), the Security Requirements Guide (SRG) concept and the Information Assurance Vulnerability Alert (IAVA) System.
Prior to founding Tapestry, Jim served as the lead for the EDS Tech Support team that was responsible for the development and maintenance of STIGs, checklists, and automated scripts. Jim led product integrity reviews, system administration support, maintenance of testing facilities and the DoD Gold Disk Project. In addition to managing technical tasks, Jim was also responsible for providing programmatic and contractual oversight. Jim’s experience has included software development, systems administration of mid-tier operating systems, mainframe systems programming, and application server administration. Jim has had the opportunity to work in a variety of environments to include the traditional data center and also in support of the current distributed mid-tier computing environments.
Jim has a Bachelor of Science degree in Computer Information Systems from Strayer College/University of Pittsburgh and holds a CISSP certification.
Cindy Whitmer, CISO
Cindy Whitmer is a Tapestry founder and the Chief Information Security Officer. Cindy is responsible for all aspects of corporate security, including facility and personnel clearances. Cindy has over 20 years of experience in the information technology field and has authored groundbreaking DISA Information Assurance policy documents to include the first Mobile Policy Security Requirements Guidelines (SRG), the first DoD Data Center STIG, and the first DoD DMZ STIG.
Cindy is an expert in infrastructure design, LAN/WAN support, hardware and software integration and installation, security administration, as well as system design, engineering, and management support. Cindy has extensive experience as the STIG Technical Advisor for the following technologies: Enclave Security, Network Infrastructure Security, Wireless Security, Biometrics, DNS Security, Secure Remote Access, Access Control Security and Collaboration Tools Security. She has worked directly with vendor development teams to provide security requirements.
Cindy holds an, a Bachelor of Arts Degree in Law & Society from Hood College, and a CISSP certification.
Eric Mellott, CTO
Eric Mellott joined Tapestry Technologies as the Chief Technical Officer in January 2013. In his role as CTO, Eric is responsible for setting the technical direction of the company and overseeing research and development tasks. Eric has spent 13 years in the DoD technology environment and has been part of transformative initiatives that have changed how the DoD does computing. Major programs that Eric has supported on behalf of DISA include DoD Enterprise Email, Enterprise Active Directory, Joint Information Environment Working Group, GIG Convergence Master Plan, DoD DMZ and B2B Infrastructure, DISA Data Center Design and Management, and Rapid Access Computing Environment.
Prior to joining Tapestry, Eric spent 10 years supporting the DISA Computing Services Directorate as the lead Network Engineer of a $50M contract of and was most recently the CTO of the DISA Solutions Business Area at General Dynamics Information Technology, where he managed the technical direction of the business area and oversaw research and development initiatives.
Eric holds a Master of Science degree in Information Science from Pennsylvania State University, a Bachelor of Science degree in Management of Information Systems from Indiana University of Pennsylvania, and a CISSP certification.
Angie Fogelsonger, VP, Business Development
Angie Fogelsonger joined Tapestry Technologies as the Vice President of Business Development in January 2013. Angie is setting the direction for the company’s growth by targeting strategic Federal and DoD markets inside and just slightly outside of Tapestry’s cybersecurity niche. Her objective is to grow the company smartly and steadily through prime and subcontract opportunities. Angie accomplished her first major milestone by obtaining Tapestry’s first Prime contract award–GSA IT Schedule–in October 2013. Her ability to read the market and “connect the dots” between customer needs and Tapestry capabilities has enabled her to help grow the company more than 50% since she came aboard.
Angie’s 10 years of past experience at large and small systems integrators—GDIT and NETCONN Solutions—has enabled her to develop an end-to-end understanding and application of business development practices perfectly suited to the needs of a small and growing company like Tapestry. She is responsible for corporate branding and awareness, strategic growth, internal and external capture management, relationship management, establishing teams, and proposal support. Her involvement and leadership in all of these areas leads to a deep and cohesive business development strategy that ensures Tapestry can expand while sustaining their core focus on the expertise and customer service their customers love.
Angie’s most notable pre-Tapestry accomplishments include:
• Developed the GDIT DISA Campaign Plan that led GDIT’s $50M acquisition of NETCONN Solutions.
• Provided leadership in the areas of teaming and marketing that led to win of $476M USG ONEcontract.
• Maintained a business pipeline of approximately $1B in revenue.
• Won ITS-SB, a $400M Army ID/IQ, and received the highest proposal rating out of 56 bids submitted.
• Contributed to the strategy and proposal development of NETCONN’s $12.25B Q Encore II ID/IQ Prime contract win.
• Served as account manager on the Encore II contract, contributing to the strategy and proposal development for $100M of IT proposal wins.
• Established presence in new strategic markets to include DoD and state agencies.
Angie holds a Master of Public Administration degree from Shippensburg University and a Bachelor of Arts degree in Communications from the University of Pittsburgh.
